直到1999年，市委、市政一府作出了《关于开发东湖区的决定》，并提出了“把东湖打造成一精一品旅游景区”的发展目标。

不久，这个目标实现了，以前肮脏不堪的湖水已经变得清澈见底，波光潋滟，东湖还多了许多景点，“南村书堆”、“含珠凝晖”、“鹉湖春一色”、“案山晓翠”等，每个景点都美丽如画，都充满着诗情画意。走进东湖，放眼望去，好一眼美丽的景色，小岛上绿树成荫，白鸽展翅飞翔，麻雀叽叽喳喳，似乎是在赞叹东湖的美丽，白云朝我们飘来，露出洁白的“微笑”，湛蓝的天空张开怀抱，几只游船在湖里飘荡荡，荡飘飘，广场上，小孩在玩耍、嬉戏；大人坐在椅子上谈天说地，说古论今；老人在广场中享受着春风；鸟儿在地上啄着几粒玉米；婴儿在婴儿车里哇哇大叫，仿佛在谈论新东湖的变化。

还有一些小孩在小瀑布边的石头缝里，拿着网捞小鱼，抓蝌蚪，还有的拿着风筝在草地上奔跑……

每到西瓜灯节，尤其漂亮，西瓜灯挂在街头，浮在水面，放在窗边，刻制的西瓜灯刻工一精一美，漂亮的好似机器刻出来的一样。

东湖，从地下到天上的改进，让我感受到了人们的智慧，眼前仿佛浮现了人们劳动的身影。
