天气预报是怎样测定的?为什么有时会报不准呢?
为天气预报提供信息最重要的一环就是气象卫星。它所携带的拍摄镜头通常聚焦在地球上时是一个1平方公里见方的“点”。随着地球的自转和卫星不断地拍摄，一个个点逐渐连成线，经过25分钟，整个地球的图像都可以被拍摄下来。
卫星会将这些图片发送回地面，由地面系统处理。对于接收图像的气象工作者来说，传回的每一张图的获取时间、纬度、精度等信息都是事先根据卫星设定程序计算好的。将所有的图片拼合在一起再对比资料，就可以找到例如北京上空的云图。
与此同时，卫星上安装的各种气象遥感器也会将接收和测量到的地球及其大气层的可见光、红外和微波辐射等信息转换成电信号传送给地面站。由于辐射会和大气介质发生相互作用，在相互作用的过程中，辐射会受到大气的影响。地面系统利用卫星观测到的辐射，反过来可以推出地球表面和大气的状态，大气中云的物理状态。
北京站负责将处理和分析后的气象信息发送给全国所有的气象台站。这个时候，各地气象台站还要根据各个气象观测点收集到的气压、气温、风速、风向、湿度等数据进行气象分析，从而推算出地面近几日的温度和天气状况，根据这些气象信息，气象部门目前可以相对准确预告未来24小时至48小时的天气。
但是，气候系统非常复杂，随时都会发生变化。天气预报的`准确率受气象技术设备和人员水平等因素的限制。特别是夏季，降雨过程复杂多变，经常是在没有明显征兆的情况下突然降临，而且分布非常不均匀，加大了预报员对天气判断的难度。今年我果遭遇大范围干旱天气，去年还有气象专家推测今年夏季会提早到来，但是直到4月底，北方的天气依然相对较冷。有些地区甚至出现了降雪。当时很多人指责气象部门没有及时预报。
实际上，世界上还没有任何一个国家有能力做出20天以后的天气预报。目前，发达国家也只掌握了200年内相对详细的天气观测资料，而我国在1951年才建立起一个比较完整的气象台站网，对气象规律掌握得还不够，所以天气预报也经常会出现误差。我们将会研发更为先进的气象卫星和相关气候监测系统，相信可以给我们的生活带来更大的便利。

走在路上，我时不时抬头看看天空，看到太阳一直高高地悬挂在天上，根本没有要下雨的感觉。于是，我对妈妈说：“妈妈，你错了，根本不会下雨。”妈妈说：“是啊，现在是不会下，不过等下就会下小雨了。”这让我更加不解了：“这是谁说的？妈妈怎么知道呢？”妈妈哈哈大笑：：“我就是知道啊。”
看完精彩绝伦，惟妙惟肖的儿童画展，真得感叹一下这些画家们炉火纯青的技术。不过，我看了看天上，还是没有下雨的迹象，看来妈妈失策了。突然，一个调皮的水滴落在了我的鼻尖，咦，是不是要下雨了？不一会儿，淅淅沥沥的雨就开始下了起来，我高兴地欢呼：“妈妈，你看，真的`下雨了！真的下雨了！妈妈真厉害！”于是，我们撑起预先准备好的雨伞，高高兴兴地回家了。
回到家，我们看到爸爸正在收拾行李，原来爸爸今天要坐飞机去出差。晚上的时候，我来到妈妈房间，说：“今天爸爸出差，我要和妈妈睡。”谁知我刚往床上一躺，就听见开门的声音，原来是爸爸回来了。我赶紧出门去迎接爸爸，爸爸告诉我：“出差时间改了，今晚是雷电天气，乘飞机不安全。”我一头雾水，可是现在没有打雷和闪电呐。
“现在是没有，可是晚上可能就会有了。”
“为什么？谁说的？爸爸怎么知道？”
“你不信啊，就等着看吧。”
晚上，我睡的正香，一阵“轰隆隆”的声音把我的美梦吵醒了。我吓得跑到了爸爸妈妈的房间，爸爸跟我说：“我说的没错吧，真的在打雷，还在下暴雨。”我百思不得其解，缠着爸爸妈妈一直问：“你们怎么都知道？不行，你们一定要告诉我！”这下，我才知道，原来是天气预报说的。
爸爸妈妈每天都会准时收看天气预报，这样就能提前知道天气变化了。于是，我带着强烈的好奇心，跟着爸爸妈妈一起看天气预报。
“哇！还能看到北京的天气呢。”
“对啊，不止北京哦，还有很多城市的天气情况都能从天气预报里知道，而且还有世界上其他国家的天气情况，都能从天气预报里知道。”
我惊叹不已，天气预报员的叔叔一定是超人。
爸爸妈妈听了哈哈大笑，天气预报是由科学家们用仪器测出来，然后再告诉电视台的天气预报员叔叔，再由预报员叔叔告诉我们，可不是什么超人。
妈妈说：“从现在起，你就是我们家的小小天气预报员了，今后每天收看天气预报的重任就交给我了。”我满心欢喜地接受了这个任务。
天气预报真是神奇，这样我们就能方便地知道每天的天气情况了，不过天气预报有时候还是有点不准哦！

影响天气预报准确率的基本原因是大气运动自身具有随机性。大气变化是一个复杂的运动过程，充满了各种各样的可能性。对此，美国气象学家爱德华?罗伦兹有个生动的比喻：“巴西丛林的蝴蝶扇动一下翅膀，可以引起美国德克萨斯州的飓风。”这就是大家熟知的“蝴蝶效应”。在随机性的多重影响下，任何一种预测结果，都是要担风险的。人们对天气形成初始状态的观测，总是会有某些误差，而哪怕是很小的误差，也会使预测的结果大相径庭。
各种复杂地形也会给大气运动带来影响。如青藏高原地势较高，受到太阳辐射后温度上升，尤其是夏天，它便成为高空大气环流的一个热力源;当气流经过时，要么从上面越过去，并被加热，要么从旁边绕流过去，从而形成天气系统比如西南涡等，这些，使得整个大气环流形势变得十分复杂。可见错综复杂的地形地貌，也是，个爱添乱的“捣蛋鬼”。
何况，不同的天气类型，预报准确率差异很大。像高温、寒潮、梅雨这些空间范围较大、时间尺度较长的天气，预报准确率就比较高。全国24小时晴雨预报和最高、最低，温度预报，能够做到“不离十”。但有些天气发生得突然，具有很强的局部地域性特征，例如强对流天气，也就是短时间内发生的冰雹、强降雨、强雷电、龙卷风等，预报准确率就非常低。
在多种因素的影响下，预报的难度当然就增大了。这如同玩拼图：如果只有8个板块，儿童也能拼出来;如果是800块，成人可以拼出来;但如果是8000万块，甚至更多，那“神”也都无法拼出来了。
不过，随着计算机的普及和数值预报手段的改选，天气预报准确率正在不断提升。英国气象局正在开发一种新的计算机模型，气象人员可以利用它发布面积仅为1平方公里地区的天气预报。不久的将来，人们可以即时获取更小区域内精确的天气信息。届时，气象学家发布温布尔登网球赛天气预报时，将不会像现在这样，只能预报温布尔登所在的伦敦东南部的天气，而可以把精确度定在比赛场地500米的范围内
