一次，适逢朝廷派员下来巡察地方官员情况，当涂县老百姓一看，机会来了。于是大家联名写了状子，控告县衙里的主簿等人营私舞弊、贪污受贿的种种不法行为。
状子首先递送到了县令王鲁手上。王鲁把状子从头到尾只是粗略看了一遍，这一看不打紧，却把这个王鲁县令吓得心惊肉跳，浑身上下直打哆嗦，直冒冷汗。原来，老百姓在状子中所列举的种种犯罪事实，全都和王鲁自己曾经干过的坏事相类似，而且其中还有许多坏事都和自己有牵连。状子虽是告主簿几个人的，但王鲁觉得就跟告自己一样。他越想越感到事态严重，越想越觉得害怕，如果老百姓再继续控告下去，马上就会控告到自己头上了，这样一来，朝廷知道了实情，查清了自己在当涂县的胡作非为，自己岂不是要大祸临头!
王鲁想着想着，惊恐的心怎么也安静不下来，他不由自主地用颤抖的手拿笔在案卷上写下了他此刻内心的真实感受：“汝虽打草，吾已惊蛇。”写罢，他手一松，瘫坐在椅子上，笔也掉到地上去了。
那些干了坏事的人常常是做贼心虚，当真正的惩罚还未到来之前，只要有一点什么声响，他们也会闻风丧胆。
