说起“修水哨子”的来历，修水群众中还留传着一段极为美好的佳话。相传夏禹时代，修水地区山洪爆发，农田、村庄被毁，作物颗粒无收，农民靠上山采野菜野果为生。后大禹来到修水，组织群众治理好了水患。修水人民群众十分感谢大禹治水的功绩与思德，可在那荒年灾月又拿不出好东西供献。大家想到治水期间，多少个日日夜夜，大禹和群众一起辛勤治水，连餐饱饭都没有吃过，很是过意不去。当时面对山高林密，有位老农提出，大家上山搞点野味来为大禹送行，略表心意。于是大家商量好后，就一边派人上山挖野山芋，一边派人打野兽，就这样把挖来的野山芋煮熟做成皮子，把野兽肉切作成馅子，包成一种食品，外形上尖下圆，取名为哨子，上奉大禹。大禹和大家吃后觉得味道不错。从此以后修水人会做也爰吃哨子，自古至今，代代相传，而且越做越好吃，成为修水食品一绝。
现在每当逢年过节，亲朋住来，重大喜庆，修水人都热爱哨子，以示庆贺和款待亲朋。不过时至今日修水人吃的已不再是用野山芋和野兽肉做的.哨子，随着生活水平的提高，哨子用料越来越讲究，在制作上也大大作了改进。
