电影的背景设定在民国的时候，在一所叫做“三民小学”的偏远山村的学校中，几个各怀梦想的年轻老师还有年老的校长在这里畅想教育，然而这一切的平静都因为教育部下拨教育资金而打破了。为了获得更多的资金，校长不得已把养的那头驴算作人头，起名为“吕得水老师”，一场欺上瞒下的.闹剧就这样开始，在利益面前，该何去何从，是对人性的考验，也是对于观影观众的拷问。有些时候，当你开始撒了第一个谎，那么就要再撒更多的谎去圆它，可是事情终究会有曝光的时候。
