二、加强与银行沟通，选定合作银行，简化*款手续，充分发挥担保公司的作用。先由单一合作银行再向多家合作银行发展，推进与金融机构合作机制与信息沟通机制的形成，积极落实“利益共享，风险共担”机制和进行适当的.利率调整，从而建立公平合理的协作关系，为企业融资牵线搭桥。
三、建立和完善中小企业信用体系
第一、开展中小企业资信评估。深入企业了解其财务、生产、销售等情况，通过查询收集企业的具体信息，由企业申报资金需求，将征集的信息统一提交管委会，评审。
第二，建立中小企业动态信用信息数据库。对所有评定等级的中小企业建立信用信息库，包含中小企业的信用等级、法定代表人、注册资产、经营范围、纳税额度等信息，在湘东政务网站公布，提供可供查询的开放式渠道。
第三，建立企业的守信褒扬与失信惩戒机制。企业的信用与担保机构和银行的业务相衔接，对资信等级高的中小企业，登记审核机构应简化年检手续，逐步实行备案制;对于失信企业，将其打入各种融资方式的黑名单，使其被市场自动淘汰，或者促其强化信用观念、履约守信。
