近年，在科学发展观指导下，我市抢抓机遇，大力实施“三大推进”战略，全市经济社会建设实现了跨越式发展，道路基础设施发生了翻天覆地的变化，城市面貌日新月异，受到了社会各界及外人员的一致好评，作为合肥市民无不为此而感到由衷的自豪。当前，我市“大建设”和创建明城市工作正在强力推进，加强城市管理，依法查处各类交通违法行为，构建明和谐、畅通有序的城市道路交通环境，已成为形势所需、人心所向。
在合肥的发展历程中，广大正三轮车主尤其是残疾人车主起早摸黑，风餐露宿，十分辛劳，在一定程度上方便了市民出行，缓解了公共交通压力。与此同时，正三轮车非法营运管理上的薄弱，给车主及广大市民的`人身安全和身心健康带了许多不利影响，有的甚至造成了人身伤亡的严重后果，与省会城市的地位和形象很不相称。
根据华东地区及我市周边省会城市（上海、宁波、南京、南昌、武汉、杭州、长沙）依法取缔正三轮车营运的做法，市委、市政府依据《中华人民共和国道路交通安全法》、《中华人民共和国道路运输条例》等相关法律法规，决定从现在开始，依法取缔全市正三轮等车的非法营运。
市委、市政府十分关心残疾人车主的身心健康和生活保障，认真研究制定了取缔后的综合配套政策，出台了就业安置、劳动保障、医疗保险、特殊救助等一系列人关爱措施，真正把残疾人车主作为特殊群体给予特殊照顾，着力为残疾人办好事、做实事、解难事，最大限度地解决残疾人车主及其家庭的实际困难。
