At or near the upper levels of the organizational structure are the top managers, who are responsible for making organization-wide decisions and establishing the plans and goals that affect the entire organization. (一职工队伍结构不合理,面临人才断档

1.人员结构不合理

年轻的新职工往往不能承受不了繁重的体力劳动。大学生不愿意卜井,年轻人不愿意吃苦,上班出工不出力现象严重,“一线紧、辅助松、机关肿”的局面广泛存在。

2.年龄结构呈现出老龄化现象

煤炭企业30岁以下的人员比例不足30% , 50岁以上人员比例达10%,且每年呈上升趋势,造成年轻技术人员流失严重,企业老龄化问题较为严重。这种现象在一定程度上制约了企业吸收新知识和掌握新技术的能力,不利于企业的持续快速发展。

3.综合素质水平有待进一步提高

企业高级管理人才、专业技术人才总量少,学历水平和知识水平偏低,职工队伍整体素质不能适应企业快速发展中对人才的需要。

4.人才流失率偏高

迫于工作环境的压力,很多管理及专业技术人员大面积流失,导致管理与专业技术人员、技能工人紧缺,人才梯队建设矛盾口益突出。

(二职工思想觉悟和价值取向有待提高

近年来,随着煤炭企业规模不断扩大,综合管理水平和安全生产能力不断提高,企业文化建设稳步推进,职工收入不断提高。但部分干部职工责任意识、创新意识、忧患意识不强,缺乏一定的奉献精神、吃苦精神和团队精神,制约着企业各项工作的有效实施和综合管理水平的不断提升。具体表现在以卜四个方面。

一是职工的艰苦奋斗精神缺失。随着企业经济效益的不断提升,煤矿工人的工资收入水平较之前有了很大的提高,在行业平均收入中也属于中高收入者,在收入增加的同时,部分人员思想出现偏差,开始片面追求享受,不愿意卜井、不愿意吃苦。表现在煤矿就是不少人想办法进机关,不愿意深入一线工作,工作懒散、作风不实。

二是创新和进取意识淡薄。早期煤矿职工文化水平普遍不高,现在随着职工年龄偏大,观念保守,对新事物新观念接受比较迟缓。部分大学生重理论,轻实践,眼高手低,人心浮气躁,实践欠缺,创新的主动性较低。

三是职工的价值取向出现偏差。受文化水平和个人综合素质影响,部分员工在工作过程中体现出重生产、轻安全,重利益、轻学习,重个人、轻集体,不能做到与企业同进退、共担当“只知索取”不愿付出,责任意识、荣誉意识、使命意识和奉献意识不强,无法将个人价值与企业发展有机结合起来。

四是成本观念不强。煤炭企业的成本主要包括经营成本及人力成本,在煤炭行业“黄金十年”期间,企业干部职工普遍缺乏成本意识,不注重细节管理,浪费攀比现象比较严重。在当前,煤炭市场形势急转直下,煤炭企业寻求转型升级的困难时期,更需要树立成本观念,强化成本管控意识,降低生产成本,保障企业运转顺畅。

(三职工培训效果不佳

1.培训的目的性不明确

一是基层区队干部重生产、轻学习,不重视职工培训工作,以完成任务,追求短期利益为中心,忽视了职工的综合素质提升,职工积极性和创造性没能得到有效释放。二是基于矿井人员少、任务重的客观实际,无法保证培训时间,培训工作的实效性大打折扣。三是员工本身不重视学习培训,缺乏个人目标设置,个人要求低,学习积极性不高,主动性不强,培训效果欠佳。

2.培训工作缺乏有效的考核监督

煤矿培训工作主要包括职工岗位资格证件和岗位技能培训,目前的培训工作多数按照年初计划安排,按部就班,走形式、走过场,缺乏严格的考核监督,不注重培训实效,将培训学习当成休息放松的机会,不注重提高自己综合技能水平。

3.培训形式单一,方法简单

目前,多数培训形式都采取课堂式培训,授课方法单一,理论多于实践,模仿抄袭多于自主创新,培训过程中缺乏学习互动,培训内容缺乏针对性、实效性、系统性 .培训效果低下、
