1979年10月在澳大利亚墨尔本举行的国际音理会第18届全体大会上，通过了确定每年10月1日为“国际音乐日”(简称IMD并成立了“国际音乐日”组织，其宗旨是努力使音乐成为人类生活的基本内容，通过音乐把各国人民联合在一起。
音乐的作用
音乐是人类共有的精神食粮。古代《晋书·乐志》说：“是以闻其宫声、使人温良而宽大;闻其商声，使人方廉而好义;闻其角声，使人倾隐而仁爱;闻其微声，使人乐养而好使;闻其羽声，使人恭俭而好礼。”说明音乐中的“五音”可以把握人的性格与行为。
音乐所唤起的人类理性并不停留在语言符号的、抽象的、精神性层次(如知识领域里的概念体系，道德领域里的律令训条上，而已经落实到调动一整套生理活动的、实践的、物质性的层次上，是一种充满热血激情的实践理性。
音乐具有组织交流功能，用于表达与交流情感，使社会成员的思想感情互相引起共鸣，达到一致，同时还能起到消除疲劳、鼓舞意志的作用。音乐的另一种实用功能是用作保健和治疗的手段。无论在古中国或古希腊，还是在中世纪的阿拉伯，都曾有学者医师用音乐治病，提倡音乐治疗。
国际音乐日的意义
国际音乐日的意义，在于努力使音乐成为人类生活的基本内容，通过音乐把各国人民联合在一起。同时让人们通过音乐实现自我与自然的沟通，实现人的自然调整，开发潜能，认识自我，增长活力，提高创造性。
