2、教育经费及教育资源的匮乏
当前我国对基础教育越来越重视，教育资金的投入也进行了大幅的增加，但是我国各地区经济发展的不平衡性使得不同地区教育投资差距拉大。对于经济发展本身比较落后的地区，对教育的投资也非常有限，难以为小学教育的全面改革奠定坚实的物质基础。甚至一些偏远地区的基础性教育设施都不完善，极大地限制了教育的发展。教育资金在一定程度上受限于当地的财政水平，多数的资金仅用于教师工资的发放，用于对教育设施的完善以及教学环境的改善的情况则较少。
3、素质教学的理念尚未落实
小学教育改革的核心环节在于落实素质教育的理念，但是当前无论是学校还是教师对素质教育理念的解读都有所偏差。新课程背景下，教师在教学过程中应该是引导者的角色，通过对学生的引导避免学生走弯路，也有效提高学生学习的效率。但是当前的课堂教学中，学生的主动性受到限制，填鸭式的教学限制了学生的全面发展，教师的主导也使得素质教育的理念难以落实。素质教育强调学生的全面发展，单一注重学生的学习成绩则与之一理念相违背。在这样的教育理念之下，学生的德育水平、实践能力都得不到完善。
