人才的培养、选拔和使用绝非一朝一夕之功。唐代政治家、文学家韩愈在《马说》中写到：“世有伯乐，然后有千里马。千里马常有，而伯乐不常有。”千里马需要伯乐的慧眼，否则只能埋没。同理，人才也需要人才使用者的慧眼识珠。选用人才必须突破资历学历的局限，不按个人好恶、亲疏远近，坚持唯才是举、德才兼备。选才用才当效“九方皋相马”，真正做到不为表象所迷惑，能得其精而忘其粗，在其内而忘其外。对那些有一技之长的人才，看准了就要不拘一格的选用。当然，破格不能出格，必须牢牢立足于本地发展实际，结合现实需要选拔，使具有真才实学之人脱颖而出，学以致用。
