该影片讲述了，被拐流浪儿童木拉提在“蛇头”胁迫下行窃，之后被新疆警方解救回疆，开始寻找父母的感人故事。影片也再现了解救、教育、转化流浪儿童并为他们寻找家人的过程，再现了各个部门通力合作、严打蛇头服务群众的过程，充分体现了党和政府的.关爱，社会各界的关爱，展现了中华民族团结互助、弘扬正气的优良传统。
新疆籍流浪儿童不同于一般捡拾、乞讨为生的流浪儿童，他们被成年人控制，进行偷窃、抢劫等违法犯罪活动，当他们被保护机构解救回到家乡后，较难融入到家庭和家乡中去，有着较高的流浪风险。受地区贫困差距、家庭教育等因素影响，新疆籍流浪儿童返乡之后，发生反复流浪的比例很高。
