这几天，大家都在议论共享单车。这种新事物进驻到越来越多的城市里，它在给大众提供便捷出行的同时，也衍生出一些令人皱眉的事情：一些人把共享单车拿回家，有的改装、破坏二维码，有的甚至用一把私锁把“共享车”变成“私家车”。于是在网络上，又有人高举道德旗帜，大谈特谈“国人素质”。
其实，一个社会的道德素养是分层的。社会人的道德素养的进化也不是同速共进的，而是参差不齐的。因此，于千万人之中，遇到一两朵奇葩并不是什么大事。好和坏永远是对立统一的存在关系，其矛盾关系我们永远无法消除，这就是哲学上所说的事事有矛盾、时时有矛盾。所以，要求一个社会里的每一个人都能有自律、有底线、有耻感是一种理想状态，可那只能是一种呼吁和期待。举一个例子，在我读大学的时候，德国人给我严谨的印象。可是真到了德国，会发现这个国家也会有小偷和懒汉。因此，我觉得不必拔高和放大共享单车涉及的道德问题。我们可以对其谴责，但是与此同时也要明白，定向围观一般都会产生审丑疲劳，不必将这种疲劳上升到一个国家国民素质的高度。
说到底，如何完善共享单车的管理是一个公共议题。我以为，对公共议题的讨论是必须理清次序关系。公共议题首先要议论的应该是普众性或共性的问题，即涉及绝大多数人利益的问题。现在共享单车最大的问题有两个。一个是路的问题。这条路既关系健康也关系安全。而今，共享单车行驶在机动车道上，没有专道，这样汽车尾气难免会影响骑行者的健康，久而久之就会影响骑行积极性，并且还会产生行车安全的次生问题。所以，道路规划如何满足需求是一道公共服务考题。这里值得注意的是，共享单车之所以盛行，其根本原因还是人们对健康生活的刚性追求。所以，它的供需关系的关节点不在其供应了便捷，而在其生产了健康。未来有多少人会参与这个新事物，如何设计未来城市的道路，需要有关部门做好复杂的调查研究和精准的研判。二是，它存在的乱停乱放等行为影响公共场所秩序。乱停乱放会导致安全隐患和其他公共利益的侵害问题，而它们与公众普遍相关。
至于，它涉及的一些道德问题原本就没有普众属性。可以既通过法律方式解决，也可以通过经济方式解决，更可以通过舆论谴责解决。甚至就事论事地讲，共享单车涉及道德层面的公共议题属性可能没有其商业属性大。毕竟，这是一种资本投资行为。资本是需要追逐利润的，它们会自发通过制度设计来规避惩处相关行为。

So far as the present situation is concerned, is it a good or bad thing to open the university campus for tourists? Different people have different opinions. 其次，提纯范文“段落写作”。
段落写作分为统一性，连贯性和完整性三方面。
统一性(unity：段落开头的主题句应该做到不可太宽泛，也不可太具体，做到有较强的概括性才能使下文做到有的放矢的展开。范文第二段首句以设问的方式提出一个问题is it a good or bad thing就有很强的概况性。下文自然会一方面从好的方面说明，另一方面从坏的方面说明。
连贯性(coherence：关联词是使文章段落之间相互连贯的必要条件。范文中nowadays, on one hand, on the other hand, in one’s opinion即以“启承转合”递进的顺序是文章条理清晰，层层展开。
完整性(completeness：以设问句“So far as the present situation is concerned, is it a good or bad thing to open the university campus for tourists?”开头，这是平时较少运用的段落写作方式——设问法。“On one hand … …. On the other hand, … ….”是段落写作分类列举法的典型用法。
再次，提纯范文“句子写作”。

摩拜方面似乎并不能认可李泽堃的担忧。与ofo一样，对即将到来的这个冬天，摩拜也没有表现出过多担心。
摩拜单车北京总经理邢林博士自信地对界面新闻记者说，摩拜单车靠产品就足以应付冬天里出现的任何恶劣天气。“摩拜是2015年1月份注册的，但直到12月份车辆才问世。近一年时间的研究，就是为了让摩拜单车扛得住未知的考验”。
邢林介绍称，摩拜单车的电池不是为了驱动，只是为了智能锁和GPS，因此并不太受低温天气的影响。“冬天里的摩拜单车其实和秋天夏天里的摩拜单车，闲置续航时间是一样的”。
就在两周前，摩拜单车刚刚在中国最北端漠河北极村完成的一项测试。零下28—50℃的环境里，摩拜单车智能锁、GPS定位、轴传动、各部件一切正常。另一个能佐证摩拜单车硬件实力的案例是，此前曾被扔进黄浦江的3辆摩拜单车，在被打捞上来后，仍能通过手机应用正常解锁使用。
事实上，这同样不是摩拜经历的第一个冬天。“2015年12月，摩拜单车在上海试运营，已经经历了一个冬天。”邢林表示，即使北京已经进入冬天，但由于摩拜新用户数在持续增长，原有用户保持活跃，整体订单数依然呈加速度往上增长的趋势。“10月31日，北京大幅度降温的那一天，订单相比起10月10日，依然是增长的状态”。
邢林并没有具体透露摩拜的用户数、订单数增长情况。在采访过程，“依然是增长”，“订单数是很好的”是多次提及的.描述语，但是否出现增长放缓的情况，由于没有可对比的公开数据，只能依据常识判断，摩拜应该和ofo一样，会在特殊的低温恶劣天气里，订单增速减缓。北京刚刚进入11月，寒冬到来，困难只会越来越多。
即便拥有信心，但李泽堃和邢林都承认，冬天肯定对共享单车产生影响，他们都在时刻观察这一现象，制定相应的对策。
依托着校园业务，但ofo不愿意死守校园业务，在未来竞争主战场——城市业务，ofo在战略上做了一些部署应对冬天。具体来讲，11月下旬，ofo城市业务将会进入新的两座城市，广州和深圳。
李泽堃表示，ofo已经覆盖了全国21座城市的300多所高校，理论上来说，ofo进入城市业务非常简单，打开这21座城市的校园门，将车配送到城市街道上去即可。但考虑到扩张节奏，以及即将来临的冬天，ofo选择了受冬天影响更弱的两座南方城市——广州、深圳作为新的扩张点。
另一方面，ofo并不愿意就任由北京这座城市自由发展。它想出的一个对策是在开放的城市环境里，重构相对封闭的校园场景。
李泽堃认为，校园业务的最大特点是，其他交通方式不如自行车好使，城市里其实也有出现许多这样的场景——一公里左右的非常短途，公交线路不覆盖，时间紧，可能上班迟到或爽约，等出租车也依然来不及等等。
“在这些场景下，自行车的不可替代性就会变得很强，可能就会有用户愿意去骑单车。他的确会冷，但如果不冷他付出的代价可能更大。”李泽堃表示，ofo将会重点去挖掘并覆盖这些城市里的场景。
但即便如此，李泽堃也认为，这件事有一个基本的准则，即不违背人性。“冬天冷，骑车的人减少，这是常识，也是没办法的，如果强制地将用户推向ofo的车，是违反人性的”。
在李泽堃的语境里，强制把用户推向ofo或许指的是，在冬天这样不适合骑车的时节，使用一些运营推广手段去吸引用户。
他表示，作为一个服务提供者，ofo最多能做的就是发现用户的需求，并满足需求解决问题。“在用户需要用车的场景下，提供车辆，不断运营、维护和平衡供需。当用户不在乎低温的情况下，想要骑车的时候，我们有车提供给他，这就完成了使命和任务”。
在这一点上，邢林和李泽堃观点保持一致。邢林始终坚持认为，摩拜做好产品，就够了。“剩下的，不会鼓励用户在冬天骑车，也不用担心冬天就一个用户也不骑车了”。
