较真碰硬，关键还得循序渐进。从“你是什么垃圾”的网络段子，到“吃饭10分钟，分类半小时”的日常吐槽，再到“干湿垃圾”的品类之争，可见垃圾分类是一场从理念到行动的全方位变革，需要付出相当的认知、沟通和执行成本。分摊垃圾分类的制度成本，只依赖志愿者短时间的提醒远远不够，单靠强制手段集中推行也不现实。让参与主体更加多元、更加广泛，才能更有效果。比如，厂家可以在商品包装上添加垃圾分类建议;再比如，将垃圾分类的.理念浸润到教育当中等等。
任何一项公共政策的施行，都需要一个臻于完善的过程。重点在于，如何能够在这个过程中尽量减少群众的困扰、降低转型的成本。2008年北京奥运会前夕，北京地铁开始实行安检，这也是世界上第一次在城市地铁道路上进行安检。10多年过去，从奥运会的特事特办到变成常态保留，地铁安检已经成为北京百姓的日常。如今不断改善和提升工作效率的北京地铁安检，用十年检出116万违禁品的成绩，为民众树起一条安全保障线，更培养出了坐地铁配合安检的日常习惯。可见，任何政策的推行都需要规范和完善，任何习惯的养成都要靠自发和自觉。
