第三，建立企业的守信褒扬与失信惩戒机制。企业的信用与担保机构和银行的业务相衔接，对资信等级高的中小企业，登记审核机构应简化年检手续，逐步实行备案制;对于失信企业，将其打入各种融资方式的黑名单，使其被市场自动淘汰，或者促其强化信用观念、履约守信。
