(二健全各种规章制度，完善内部治理结构
首先，加强“依章办事”的力度。目前，许多高校都成立了章程起草工作小组，通过多学科、多角度的论证和分析，注重在保证章程内容既符合法律规定又体现高校自身的鲜明特色，进一步明确了高校办学性质、发展目标、组织机构、管理体制与决策程序等重大问题，使高校各项工作有章可依、有据可循。［2］但需要强调的是，许多文件更多还停留在思想认识的观念层面，高校许多管理人员还不能从根本上理解规章制度运行的内在机理，这就需要学校加大对管理人员的各种培训，包括法制意识以及运用法律的能力，为学校各种规章制度的真正落实提供保障。其次，高校要坚持和完善党委领导下的校长负责制，党委依法统一领导高校工作，支持校长行使职权。这就要求进一步规范高校内部各管理层级、系统之间的职责，明确应对突发事件管理的部门工作职责，实现高校管理权限的合理、合法配置。同时，在涉及教工和学生切身权益的规范性文件的制定、清理、执行上进行规范，切实确保教工以及学生的各种权力和利益得到维护和保障，从制度上切断突发事件可能发生的源头，做好科学划分职能部门的职责，明确相应的规范性文件落实主体。
(三坚持以人为本，保障师生合法权益
首先，高校应成立听证委员会并制定相关规范性文件加以保障，在制定有关师生合法权益的重要规范性文件上，如对教职工或学生进行处分的轻重环节上要开展听证、论证会，充分听取和尊重各个利害关系主体的意见，保证其陈述和申辩的权利。［3］其次，加强高校在突发事件应急管理的预防机制建设，包括善后处置都应该以法治思维为主导和指南，使高校突发事件应急管理在实质意义上纳入法治之道。再次，完善教职工代表大会和学生代表大会制度，保障师生参与权。校院两级针对学校突发事件的应急管理问题要定期召开“双代会”，以此向师生宣传高校法治校园建设的理念，进行法制教育，提高师生的法制意识。同时，听取师生意见，将师生纳入突发事件应急管理的一员，注意发现问题并主动通报，及时依法制止。综上所述，在高校突发事件应急管理中提高管理者和被管理者的法律意识，运用法律手段提高依法管理的水平和效果，不论对高校还是整个社会都具有非常重要的意义。
