一是商业银行要结合当地货币流通市场的\'状况和自身业务水平的大小、制定残损人民币回笼计划、按计划按指标完成残损人民币回笼任务。二是要组织商业银行的清分人员认真学习《不宜流通人民币兑换标准》、准确的把握残损人民币的挑剔标准、杜绝商业银行对外支付不宜流通人民币。三是要求商业银行加大对偏远地区、尤其是农村地区完整券的供给力度、加强对农村地区的货币兑换、减少农村地区不宜流通货币存量水平。四是人民银行要有计划地对辖区银行机构残损人民币、假币的收缴、人民币主辅币搭配供给进行调查检查、针对在检查中发现不执行有关制度的金融机构、人民银行要依据《中华人民共和国人民币管理条例》、《中国人民银行假币收缴、鉴定管理办法》给予通报、对情节严重给予处罚。
（三）加强现代支付手段推广应用
一是积极加大非现金结算方式的推广和运用、这对于减少发行基金发行量、减少发行基金的回笼难度、提高流通人民币的整洁水平具有重要的意义。商业银行应充分发挥窗口宣传作用、提高对非现金支付工具认识。大力发展手机银行、微信银行等新型移动支付、对非现金结算给予优惠倾斜、提高用卡频率、持卡消费率、商户普及率、减少现金收付行为和社会现金流通量。二是人民银行应认真履行对现金支付的监管职能、杜绝不合理支现行为、给非现金支付结算行为提供强有力的保障、为非现金支付行为营造一个良好的金融生态环境。
（四）加速对无库县人民币流通管理的再定位
一是有条件的无库县支行、要按照经济发展的客观需求、研究恢复发行库、完善货币发行功能。二是无库县支行要积极主动作为、承担与上下级、兄弟行的协调沟通、及时解决辖内人民币流通问题。

（二）商业银行方面的原因
一是商业银行回收残损人民币的积极性不高。尽管《中华人民共和国人民币管理条例》明确规定了办理人民币存取款业务的金融机构在人民币挑剔、兑换和券别调剂方面的义务、但是现实当中、由于缺乏有效的激励机制、各个商业银行在人民币的挑剔和兑换方面积极性并不高。二是商业银行残损币兑换业务人员能力不够。体现在临柜人员对《不宜流通人民币兑换标准》不能熟练地掌握、各个商业银行在现金挑剔上随意性比较大。三是商业银行与代理部门工作对接不够。由于陇南市地域情况特殊、早在20xx年左右便已撤销了四个发行库、无库县各商业银行出入库业务均通过邻县对口相关银行代办、这导致商业银行与货币发行部门由直接关系转变以间接关系、影响了彼此工作对接、现金供应紧张现象时有发生、甚至导致残损币重新进入流通。
（三）货币发行部门方面的原因
人民银行作为货币当局、是货币的主管机构、人民银行在货币投放、执法监督的力度上也是影响流通人民币整洁度的一个重要因素。但是由于属于撤库县、人民银行县支行发行职能丧失、导致工作严重缺乏抓手。
