目前，与履行海军职责使命对海军官兵国际法能力素质提出的要求相比，我海军官兵的国际法能力素质还存在较大差距。在实践中，必须针对这些差距，理清海军官兵国际法能力素质培训的基本思路。
（一）澄清误区、思想重视

（二）全员普及、重点加强
海军官兵作为一个整体，其国际法能力素质的提升，应当着眼于有效履行职责使命的要求，通过全员普及国际法的基本知识来提升官兵国际法能力素质的整体水平。与此同时也应看到，海军官兵因其具体战位不同、岗位职责不同，对国际法能力素质的实际需求也必然有所不同；即将承担相应任务的海军官兵与暂时尚无相应任务的海军官兵相比，在国际法能力素质提升方面的侧重点与针对性要求也应有所区分。加之目前海军在国际法能力素质教育训练方面的资源相对有限，因此在搞好全员普及教育的同时，必须根据实际情况对不同战位、不同岗位、承担不同任务的官兵有针对性地组织开展重点训练。这样才能做到有的放矢、突出实效。
