一
有一只小熊，他和他的家族成员一起居住在大山深处。
一天早晨，小熊正在小溪边捉鱼吃，眼看一条小草鱼悠悠地游进河边的水草中，小熊正要捕捉，忽然，一个熟悉的声音从身后传来：“小熊，小熊，告诉你一个好消息，你们熊类被列为人类的保护动物了!”
小熊回头一看，是小鹦鹉向他飞来。
“讨厌!”小熊嘟噜了一句。
“怎么了，听到这个消息你不高兴吗?”小鹦鹉不解地问。
“人类的保护动物跟我有什么关系!”小熊指着已经看不见任何鱼的水草说，“看你，你把我的小鱼吓跑了!”
“怎么能没有关系呢?”小鹦鹉说，“以后就不会有猎人捕***你们了!”
“真的吗?”小熊有些怀疑地问。
“这还有假!”小鹦鹉说，“我是到人类的动物园去看望朋友的时候，亲自听那里的解说员说的。”
“我们到人类活动的地方去看看，他们也不捕捉我们吗?”小熊问。
“既然是保护，当然就是什么时候都不捉你们了!”小鹦鹉很肯定地说。
“真是个好消息!”小熊说，“经常看到人到我们的山林里来活动，我还从未到人那里去过呢!”
“你连人类的汽车也没见过吗?”小鹦鹉说，“在山林的边上经常有汽车通过呀!”
小熊说：“我还没敢到山林边去过呢!”
小鹦鹉说：“走吧，我带你看人类的汽车去!”
“汽车，汽车是个什么动物?”小熊好奇地问。
“汽车不是个动物!”小鹦鹉说，“快走吧，到了那里你就知道了!”
小鹦鹉在空中飞，小熊在地上追，他们向着山下的公路而去。

“滴滴，滴滴!”
走着，走着，忽然，一阵刺耳的声音传到小熊的耳中。
“啊!”小熊大吃一惊，转身向后跑去。
“别怕，是汽车的声音!”小鹦鹉吆喝小熊说，“前面就是公路了，那里有好多好多汽车呢!”
小熊又返回到小鹦鹉所在的树下，按照小鹦鹉指的方向向前走去。
没走多远，小熊便看到，无数个穿着各色各样衣服的庞然大物，从一条泛着亮光的路上呼啸而过。
小鹦鹉指着那些庞然大物对小熊说：“那就是汽车!”

说到这里，小熊突然有些惊恐地指着一辆慢慢停下来的汽车说：“你看，那辆汽车里面还有一个人呢!”
小鹦鹉说：“他是司机，就是他在开着汽车跑呢!”
说话间，伺机从汽车里下来了，小熊看到，伺机到路边的草丛里待了一会儿，便又返回到汽车上，转着汽车上的一个圆环，汽车便开走了。
小熊又对这个圆环产生了兴趣，他在想：“如果我去转一转这个圆环，是不是也能把汽车开走呢?”
小熊期待着有汽车再停下来，司机再从车里出来。他好想去转一转这个神秘的圆环。可是，等了很久也没见有汽车停下来。
这时候，小鹦鹉看看天色已晚，便跟小熊一起返回了大山深处。

小熊心里惦念着汽车，第二天一大早他就又来到了公路边。他希望有汽车能停下来，他好上去转一转圆环。
可是，一天过去了，两天过去了，好多天过去了，他再也没有看到汽车停下来。
小熊异常的举动引起了护林员老王的注意，“这只小熊是怎么了，他总到公路边上来干什么呢?”老王担心小熊过公路的时候不小心会被汽车撞倒，便经常来看一看小熊。
一天下午，老王又到路边来看小熊的情况，他怕惊动了小熊，便在树林里悄悄地走着。
忽然，老王发现刚才还站着的小熊一下子歪倒在地上。
“不好!”老王不敢冒然走到小熊身边，他赶忙拿出手机给山林管理站打了电话。
很快，管理站派来了医生和动物管理员。
医生和管理员一起，把小熊装进一个铁笼运回了管理站，老王也跟着一起去说明事情的经过。在听了老王对小熊情况的\'介绍，又对小熊的血液进行了检测以后，医生分析说，小熊是由于汽车尾气中毒导致的昏迷。
“汽车尾气怎么会导致动物昏迷呢?”老王有些不解。
医生说：“汽车尾气中包含着一氧化碳、碳氢化合物、氮氧化合物、二氧化硫、烟尘微粒(某些重金属化合物、铅化合物、黑烟及油雾、臭气(甲醛等等有毒物质。吸入大量的汽车尾气后，会降低血液的载氧能力，削弱血液对人体组织的供氧量，从而导致组织缺氧，引起头痛昏迷等症状，厉害的甚至会导致死亡。”
“哦，汽车尾气的毒害这么大啊!”老王说，“我还经常带我的孙在到公路上看汽车呢，以后可不敢看了!”
“是啊!”医生说，“不能带孩子到公路边玩耍，汽车尾气对小孩子的危害更大!”
老王点点头，指着小熊问医生说：“小熊的病没什么危险吧?”
医生说：“幸亏他接触汽车的时间还比较短，吸入的毒气还不是很多，让他在管理站观察几天，我们给他做些治疗，很快就会好起来的。”
听了医生的介绍，老王放心地返回山林去了。

many families have only one child ,which makes the child feel lonely during his childhood .
After the policy fully implemented, it will affect 15000000 to 20000000 people in the national scope, among these couples about 50% to 60% would like to have a second children. The estimated number of new policy for infants range from 8000000 to 10000000. So we should pay more attention to who can have a second child and be rational when we choose whether to have a second child.
