一是加强对高新区四大主导产业的信货支持。银行业金融机构应分别结合自身优势，加大对符合货款条件的高技术产业项目、拥有自主知识产权、具有较强研究开发能力的创新型企业的支持力度。重点支持具有一定优势的电子信息、先进制造、生物医药、现代服务业四大主导产业发展，形成多元化的高新技术产业群。加大科技含量较高、创新性强、成长性好，具有良好产业发展前景的科技型中小企业的支持。二是继续加大对科技资源大市场建设的信货支持，要针对技术转移、成果交易、成果产业化等方面的融资需求与特点，不断创新金融产品，完善业务流程，切实加大对科技资源大市场建设的信货支持。三是积极推动商业银行与信用担保机构、创业投资机构、科技企业孵化器等机构的.合作，大力推行"企业+担保基金+银行'"银行+担保+合理的风险补偿"、"股权+债权〃等融资模式,有效满足自主创新型中小企业的资金需求。
(三构建多元化的直接融资体系，拓宽企业融资渠道
一是高新区相关部门要加强与证券监管部门、证券交易所的合作，有效发挥政府在企业上市工作中的组织、协调和指导作用，努力创造有利的企业上市环境和条件。引导企业转变观念，支持具有持续盈利能力、主营业务突出、规范运作、成长性好的企业进行上市融资，并努力培育上市后备企业。二是具备债券承销资格的金融机构要充分利用其在银行间市场的信息技术和承销便利，支持符合条件的科技创新和高新技术企业特别是中小企业，充分运用短期融资券、中期票据和公司债、可转换债券、私募债等直接融资工具满足企业经营发展的资金需求。鼓励各类担保机构联合提供担保服务，提高集合债券信用等级。三是加大新三板挂牌企业奖励扶持和补贴扶持力度，积极开展各类培训活动，持续推动区内企业对接资本市场;积极运用信托方式，通过向社会募资开展中小企业集合信托债权基金业务，支持高新区企业的发展。
(四积极完善风险投资机制，加大资金投入
一是建立促进风险投资发展的正向激励机制，进一步完善并扩充扶持政策的相关内容。探索建立适合高新区企业自主创新发展的风险补偿机制，对向自主创新企业提供融资的机构，视其不同阶段的风险高低，提供差别化的风险补贴等。探索完善国有创投企业的内部考核激励机制，如允许国有创投机构采取期股、期权、奖励等多种分配方式，调动管理团队的积极性。二是不断优化促进风险投资的外部融资环境，进一步健全会计审计、法律咨询、上市咨询、财务辅导等中介服务体系，为创投企业提供相应支持。发挥创业风险投资行业协会的作用，促进创投行业与政府部门、金融业的交流与合作，切实加大对创投企业及其投资企业的金融支持。
(五大力推进融资平台企业的功能转型，充分发挥产业融资服务功能
根据中央政府及监管层的政策导向，融资平台企业改制和业务转型是现实发展的必然。结合高新区融资平台实际和未来城市建设及产业发展战略，政府融资平台要逐步弱化现有的集团化〃投、融、建、管〃思路，通过特许经营权、合理定价等事先公开的收益约定规则，鼓励社会资本通过PPP(PublicPrivatePartnership,公私合营模式或政府与社会资本合作等模式，参与城市基础设施等有一定收益的公益性事业的投资和运营;通过地方政府债券资金和各项扶持产业发展的专项资金，探索投资公司、控股公司与金融结构开展战略融资合作，使控股公司、投资公司真正转型成为西安市战略产业发展扶持平台，实现财政政策与货币政策的高效对接，更好地发挥产业融资服务功能。
(六加强金融生态环境建设，营造良好发展环境
良好的金融生态环境是提升企业融资能力、促进高新区健康发展的基础。一是建议拓宽企业与个人征信系统的使用范围，通过把采用发行债券、上市融资、融资租赁等其他融资方式的企业的信用信息纳入征信系统数据库，并向相关机构开放查询功能，从而达到解决信息不对称的矛盾及为防范和化解风险提供有效信息支持的目的。二是继续推进信用与金融服务平台建设，促进企业建立规范的财务制度，提高财务管理水平，增强财务信息的真实性和透明性，提高自身经营管理水平，增强可持续发展能力和抗风险能力。三是积极推动政府有关部门整合担保资源，加快建立以政策性担保为主体、商业性担保和互助性担保为补充的信用担保体系，提高担保能力，完善担保机构的多层次风险分担机制，不断优化信用担保的社会化服务体系。
